If you are a web developer who wants to upload a brand new extension for Google Chrome, then you will now be charged $5 as registration fee.
Google implemented the said registration fee to prevent developers/programmers from creating too many fake accounts. Without the registration fee, new developers won't be able to unlock their accounts for access to Google extensions, themes, and app uploads.
According to Google product manager Gregor Hochmuth:
"Starting today, this fee will be required to publish extensions, themes and soon apps in the gallery. We are waiving the fee for developers who already registered with the gallery (specifically before 11am PST today), so that they can continue to update their extensions and publish new items without paying the fee."
Chrome developers have to send their $5 to Google using the company's Google Checkout service — in theory adds a further layer of authenticity to a developer's true identity.

Chrome actually has enough pluses to make it as valuable as Google makes it out to be. Online spell-checker, smooth HTML paste into blog posts, it’s a Web 2.0 Blogger’s dream.
