Who Wages CyberWar on Georgia

We're talking about the country of Georgia here. Someone was sending denial of service attacks to some of Georgia's official state websites. They're blaming Russia and it's getting serious.

"this was the work of a loose alliance of hackers and other bad actors, not some sinister, centrally directed government plot" ~Richard Waters, FT.com

If this quote is true then there's a war being waged between Georgia and Russia for no reason. Innocent people are being charged for something they didn't do, and other innocent people will be hurt because of it.

Now, I'm not a political person, but I would think that before waging war on another country, you'd want some more proof that they really were involved. Anyone want to add to that?
